I try to fax a word document using my Windows XP fax
application and everytime I am getting a message " The
line is busy or there is a modem problem" I don't think
the application is even dialing the fax number through my
phone. How can I fix the problem? Help pls.

Are you using an analogue fax modem, connected to a standard phone line, and
is it configured correctly?

How do you connect to the internet? Do you have a number you dial to your
ISP, or are you on a DSL or cable connection? If so, you cannot use this
connection to fax because it doesn't recognise tone pulses. You need a
standard 56k modem (right click 'My computer' select Properties and then
device manager - what does it say there?).

For better assistance please repost to microsoft.public.windowsxp.print_fax.
