Double Click "Administrative Tools"
Double Click "Services"
Double Click "Messenger"
Under "Start-up Type" Change the Dropdown box to
say "disable" instead of "Automatic"
Under "Service Status" Click the "stop" button.
Click "apply"
Click "OK"
The pop-up adds have stopped for me let me now how it
works for you.
