WindowsXP Update & ActiveX

I have had a problem with the WinXP update utility. I followed the
instructions as per theknowledge base to delete the previous catalogue etc.
It now starts the update process but states it is unable to download the
ActiveX because of the security settings. I have set everything to minimum
security, but it still won't allow me to check for updates. Any ideas.
