I am trying to plug in a microphone, but it wont work. I
am using the correct input jack.

I went to the control panel "Speech" icon, but do not
have all the tabs that the help tool says I should have.
It only provides "Speech recognitin", but no options for
audio input.

Can you help me set the microphone up and can you help me
get the correct settings on my "Speech" tab?

Thanks

Go to control panel, your audio driver applet and review the settings.
Look also at the Speech control panel and Sounds and Audio control panel
to see that the microphone input device is properly toggled. The volume
control also has a volume control/mute for the microphone, and your
computer might also have a separate keyboard toggle for mute and volume,
Fn-F3/Fn-F4 on some. To further complicate this, some computers have
volume control wheels.
