Access to MSN and Secure Sites

I have Windows XP (Home Edition) and once every 3-4
months I lose access to secure site and msn hotmail. I
have even taken the computer back to the vendor and the
only solution seems to be to reinstall the OS. I really
don't think this is the only solution... can anyone help
before I have to start over again?
