That a possibility, but not in this case. The other party
is someone I work with and needs to contact me as badly
as I need him.

I'm wondering if it might have something to do with
Passport and .NET.

Can you verify that the person has you on their allow list? They need to go
to Tools->Options, select the privacy tab and make sure that you are on the
Allow List.
