Slow scrolling, moving windows

I had to reinstall XP and everything seems to be working
fine, except that when I try to scroll (in bigger
programs like internet explorer, scrolling through plain
text is fine) or move windows around on my desktop, it's
really slow. I didn't have this problem when I had XP
before. Does anyone know how I can fix this?

In the IE, tools menu, Options, Advanced, there is a checkbox to disable 'smooth
scrolling'
