Could be your friend that has Win 98 doesn't have the
most recent version of Messenger.
I am assuming he/she has version 5. If so, tell them to
upgrade to version 6 at
http://messenger.msn.com/download/v6preview.asp?client=1.
If not, are either of you behind a firewall? The ports
will need to be opened in order to initiate/receive a
video conversation.
