no desktop icons

[lomvula]

i click on my user icon and get "welcome...loading your
personal settings" then i get a blank blue screen. No
desk top icons, no START, nothing. I have tried system
restore and use last good configuration still no luck. I
can get on the internet by pressing Ctrl+alt+delete and
typing a web address on the screen that comes up. windows
xp professional.
