How do I turn off automatic sign on to internet?

I have Windows XP Home edition for my operating system.
Every time I turn my computer on, there's a window that
pops up that automatically tries to connect to the
internet. I don't want that to happen. How do I disable
the function?

Can someone provide step by step instructions?

Go to Start>Connect to and right click on your Internet connection. Choose
Properties. From Options, change redial attempts to zero and uncheck If Line
Is dropped. Click OK.

Then, open Internet Explorer. Choose Tools>Internet Options. From the
Connections tab, click on the connection and check Never Dial a Connection.
Click OK.

This should do it. You'll have to connect manually each time you are ready
to log on.
