Contact the Microsoft Customer Service (in the US or Canada call
800-426-9400 or visit http://www.microsoft.com/support/contact_us/).
Alternative: try activating via Telephone.

It should give you an option to activate by phone, click on that option and
enter your local, and it should give you a toll free activation number to
call.
Tell them why you are re-activating, they will give you a new activation
number to enter in, and you'll be activated. I had to do this only once in
the several times I have re-activated, and it was very painless and took
about 5 minutes.

Try activate by phone or buy a new copy of XP Pro. :-)

Microsoft recycles the activation key every 6 months (or so I'm told). If
you attempt to reactivate in less than that time you will run into this
problem. A phone call to MS support will take care of it. They are pretty
understanding about these issues, as they come with the territory.
