system reboots. So he bought a new Windows XP cd and
because it reboots when it loads and safemode doesn't work
he can't figure out where to go to install it and what to
do.

Go into the bios change the boot order, change the boot order to 1st cd
drive, 2nd floppy, 3rd hard drive. Save new settings and reboot. With the
Windows XP cd in the drive, you should see something like "Press any key to
boot CD"

Thanks
