Trying to delete PF File

I am trying to delete a PF file. I delete the file and
icon then empty the re-cycle bin.
When I restart my computer the file and shortcut icon
reappear any suggestions.

Delete from where? If from the Prefetch folder, is the file for an
installed program? Is that program allowed to run at startup? If yes, XP
will continue to recreate the PF file at startup.
