Due to a problematic cable connection (another problem in
itself) I'm unable to download any file over a
considerable size without my connection stiopping. I'm
forced to restart my computer, and start the download all
over again. I heard there was a away to resume downloads
from where they were left off. How would I go about doing
this? Thanks!

By installing a download program - along with its associated spywear!

Not all download managers have spyware. Look for Fresh
Devices Fresh Download.

But, Windows Update has a restart program and it doesn't
require you to use a download manager. If you are cut off,
wait a few minutes before closing the update window and
you'll get a message to restart, then it will resume.
