Ok. So I installed Windows XP and everything was fine.
After the next boot I guess my soundcard, cd-rom and cd-
rw didn't work. I re-installed the cd-rom/cd-rw drivers
and they worked fine. I did the same on the soundcard and
it didn't work. I found new drivers and it didn't work.
In the hardware specs it says that the device is working
properly. Now, despite that the sounds and audio devices
thing says that I have no audio device. I even bought a
new soundcard and it has the same problem, so it's not
the soundcard. It was working fine until I got Xp and
then it went wonky. Please, any ideas?

Celeron 1.8, 256 Mhz, 30 gb, soundcard is soundblaster
PCI 64. I forgot to note that I get an error that
says "device has been enabled but has not been started"
now how do you go about starting it? I looked in
administrative options but I couldn't get anywhere.

Had you tried uninstalling all the sound drivers then reboot for windows to
redetect and reinstall fresh sound drivers.

This probability isn't your problem but it will only take
2 mins. to check out.See if the service "Windows audio"
is enabled go to control panel then admin tools click on
services,Windows audio should be set to automatic if not
right click on it and select properties you can enabled
it from here Good luck.
