The HOST file is kind of like a local DNS. It will
attempt to check a URL (www.whetever.com) and go to the IP
address listed in the file. I don't know if it would
cause any problems if it was removed but I wouldn't
reccomend doing it.
FYI - a little trick with the HOST file is to route adware
servers to the local IP to block them.
