fix blast

i downloaded fix blast half way through checking my systom
it stuck saying it could not procede and would report it
to microsoft
the problem file is ACT\SHELL.HT 1386
every time i try to open this file the hour glass comes on
and will not go off .i have to turn my computer off at
mains
can anyone tell me what this file is and how to remove it
