Task Manger Disabled

Wen I use Cntl+Alt+Del I can get task manager to come up.
I verified to see if it was a virus but I dont have any of
the files suggested. I ran a fix and didnt find anything
either. I just get a message that it has been disabled by
administrator. Somebody help! Thanx
