Cant open My Computer, Control Panels or IE

When I go to click on My Computer, it will not allow me to
get into it. It also happens with Control Panels and IE.
It gives me the error message box to send to Microsoft
with the problem.

This all started after I loaded SBC Yahoo DSL. Can anyone
lend me some help?
