What does it mean when files are loaded and appear in blue as against others
being black

It probably means they're hidden files.
Go to Explorer/Tools/Folder Options/View & change Hidden Folders from Show
to Do not show.

That denotes a "compressed" file or folder. Most Windows Update files =
are stored in compressed folders (for uninstall purposes), and thaay =
typically have $ signs in the folder name.

The file name in blue indicates that the file is compressed.
