Promiscous Mode for NIC

Thanks for the help, can you tell me if there is an easy
way to setup a NIC to accept all traffic or act in a
promiscous mode while using XP Pro.

It's up to the Nic Manufacturer. Generally you have to do it in dos or use
a OEM util at bootup.
