It's funny, but I just underwent this same exact process, and found that IIS's
FTP services were very weak overall.

I ended up grabbing VisNetic FTPServer because it's 50% off during April. It's
an excellent product, and I saw it got a 4 1/2 star rating from ServerWatch

Try Serv-U (http://www.serv-u.com). It's the industry leader (IMO)
and probably the first FTP server for Windows. The Visnetic people
(Deerfield) sold Serv-U for a long time as their FTP server solution
and even they said for a long time that Serv-U was the best. So...
