Hold down the windows key and tap the pause/break button. That brings up
System Properties. Now go to the Advanced tab. Click on the Settings tab
under Performance section. Now click Advanced tab. Down the bottom of the
window will be your settings and you can change it by clicking on Change
button. When you change it to what you want, make sure to click the Set
button or it wont take. Once you do, OK your way out and do yourself a
favour and reboot before attempting anything else.

delete the contents of the prefetch folder.
usually located at
c:\windows\prefetch
not the folder, just the contents and then REBOOT.
