If I have admin rights, how can I overwrite the local
security policy which I am currently locked out of?

Why are you locked out of it ?
Is the machine in a domain ?
If not, and you are locked out due to a policy=20
setting you have made within the local security=20
policy, then do as follows.
log in as an admin account
access the security dialog of system32\GroupPolicy
set a Deny of Full for the admin account you are using=20
log off and then back in as that same admin account=20
access the security dialog on system32\GroupPolicy and
remove the Deny that was set earlier
run the gpedit.msc and change the policies that are the=20
problem ones preventing you from accessing policy=20
