Outlook Express 6 - Will not allow opening of attachments

I've got Windows XP and OE 6,(although it says Outlook
Express 5 on RegEdit). When I receive an e-mail with an
attachment, it says " OE has blocked opening of a
dangerous attachment" and I can't turn off the dumb, #$%&*
(@! security feature.

Have you done this:
tools>options>security>uncheck "do not allow attachments to be saved..."?
