I have recived a jpeg file and I should have this file
transformed into a file where I can change text and
layout of the document for my one use.
Can anyone help me with this.

A jpeg file is already rasterized into pixels, so there is nothing to
edit except pixel values. Think of it as a printed page. You could cut
text out and move it around, leaving a hole in the page. You could copy
part of the image and paste it somewhere else, but it will be opaque,
like a page, so what's below won't show through.
Your best bet is to get the file from which the jpeg was made. That
might help.

Yeah, as the other post informs, this is not possible. However, you CAN open
the file in Photoshop and use Magic Eraser and the Lasso tools to remove
unwanted parts of the image. It's a pretty handy program. I doubt it'll do
what you expect in this instance though.
