Windows Update Has Stopped Working

Windows update has stopped working. I get as far as
accepting the licence agreement and the it stops and does
nothing more, I am also having trouble logging on to paid
access sites. All has worked in the recent past.

Using winows xp tablet edition on acer c111 tablet with
norton internet security and antivirus 2003 enabled

1) Try here:
http://v4.windowsupdate.microsoft.com/troubleshoot/

2) Close all instances of Internet Explorer, then start/run "regsvr32
softpub.dll"
