SEND TO Mail Recipient Does Nothing

SEND TO Mail Recipient Does Nothing when I right click a file.
I am also unable to send a web page through Internet Explorer's Mail button.

I have Office 2003 installed.

Mail Recipient is in the SEND TO folders

Any suggestions?
