task manager

I used to be able to use task manager and it was really
handy. All of a sudden I'm getting a message that says
task manager has been turned off by the administrator. I
am the administrator but I haven't a clue how to turn it
back on. When I right click a space on the toolbar at
the bottom of the screen the task manager bit is greyed
out. Can anyone give advice please?
