Ongoing Issues

I need some help resolving the following issues:

1. Everytime I reboot I get the following message:
Unhandled Exception: C0000005
At Address: 100016b8

How can I get rid of this?

2. I can NOT access "My Computer" or "Control Panel"
or "Recycle Bin".........what has happened that would
cause this??
How can I fix it so I can get into these functions??
