start button not working

Thanks for the reply. I can't resize the task bar or do
anything with it. Normally I could move it around the
screen but now nothing works on in. If I go into the
control panel and click on any item there, a window comes
up to allow changing settings, but if I click on the "TASK
BAR AND START MENU' icon - nothing happens. What is Q300913
