IE does not open New Window

Hello All,
I was working with active directory on my home network
along with IIS. In the process of setting things up I have
inadvertently altered a setting which is keeping
IE's "Open in New Window" functionality from working. This
also happens when ever a web page opens a new window with
target="_blank". Does anybody have an idea as to which
setting I should be looking for?
