I have the security tab when in safe mode but not in
normal mode. I also cannot log on as administrator in
normal mode either. I recently reinstalled XP Home
because of upgrading a motherboard. Any ideas

Ideas about what? What you've described is perfectly normal
behavior. That's the way WinXP Home is supposed to behave.
