I bought a laptop that came with Win XP Pro already
installed (I think it is installed off of an image?), and
when I go into control panel and double click on "Phone
and Modem Option" icon, I get an error message saying
"Phone And Modem control panel can not be opened.You may
have a problem starting telephony service."
I saw an article on Knowledgebase about possibly replacing
two dlls located in System32 directory.

So I replaced two files
cfgmgr32.dll
Setupapi.dll
But that did not solve the problem.
Is microsoft aware of this problem?
I do not know what trigger this to get screwed up, but I
found there are several people having same problems (found
from Google group search)
