Cant install Direct X9 on XP

I cant install Direct X9 on XP as the security will say
it cant install this program because it hasnt passed the
windows Xp Test and its designed for Xp it even says
Direct X9 fo Windows Xp and it says contact the
administrator and im the administrator and i intall it on
the admin profile can any one help me on this.

From where are you trying to download DirectX 9? This doesn't
sound like you're trying to download an authorized version from a
Microsoft site.
