Trying to download Norton internet security from a CD I
recieve an "error 1402 cannot open key. Verify that you
have sufficient access to that key, or contact
personnel".

To resolve this I tried "Regedt32.exe" in the RUN box and
selected the registry:
HKEY_LOCAL_MACHINE\SOFTWARE\SYMANTEC\IAM\HTTPConfi g\Portli
st
Now here is where I am stuck. In permissions, myself
being currently logged on as administrator, I have READ
and FULL CONTROL set to allow. In ADVANCED, FULL CONTROL
is listed in PERMISSIONS column as well as THIS KEY AND
SUBKEYS in the APPLY TO column. I select the "REPLACE
PERMISSION ENTRIES ON ALL CHILD OBJECTS WITH ENTRIES
SHOWN HERE THAT APPLY TO CHILD OBJECTS" and clear the box
for "INHERIT FROM PARENT THE PERMISSION ENTRIES THAT
APPLY TO CHILD OBJECTS. INCLUDE THESE WITH ENTRIES
EXPLICITLY DEFINED HERE". But when I press apply a
security prompt appears telling me "THIS WILL REMOVE
EXPLICITLY DEFIND PERMISSIONS ON ALL CHILD OBJECTS AND
ENABLE PROPAGATION OF INHERITABLE PERMISSIONS TO THOSE
CHILD OBJECTS. ONLY INHERITABLE PERMISSIONS PROPAGATED
FROM PORT LIST WILL TAKE EFFECT". "DO I WISH TO
CONTINUE?"...yes or no erases the selected "REPLACE
PERMISSION ..." and the Norton Internet Security
ultimately never loads. If anyone can make out heads or
tales of this gibberish and help me load Norton you are a
genius.

If the message was indicating that key specifically,=20
then you (at least originally) did have sufficient=20
permissions, judging by what you report was there.
Have you visited Symantec's website to see if they=20
have an info ?
What version of Norton Internet Security is it ?
(BTW, your subject is appropriate, like a prize fight!)
