The first place I would look is in the device manager and
see if it shows a USB "Enhanced Controller" Innstalled. I
would uninstall it and re-boot and re install it.

Without SP1 or SP1a, the enhanced controller will not be present. Nor will
it ever be, unless he has downloaded separate drivers from somewhere else!
