help please

hello
I have a problem with my machine (xp) personal use
I tried to install a program from a CD (NAVirus) and it
says that "the system administrator has set policies to
prevent this installation"
I have log on as an admin. I have set no policies, but i
went to comp services and I make sure that there were no
configuration there. When i go to services the windows
installer is running.
Is there any info about windows installer policies?
