hope someone can help. This morning we had an electricity
cut and when I restarted the computer, it froze once it
reached the windows xp screen after about 5 seconds. I
unplugged power and rebooted but the same has happened.
Tried system restore but same again. Help please

The operative phrase here is "electricity cut". If you didn't have any
kind of surge protection, then you may very well have fried some
hardware. If the hardware is OK, then the operating system is messed
up. You can try doing a Repair Install. Here's a link:

A Repair Install should not affect your programs and data, but there's
no substitute for having backups. If the Repair Install fails, then you
need to format the drive and clean install Windows, reinstall programs
from cd's and restore data from backups. You probably should test the
hardware before doing that, however.
