If a system has been set up to boot directly to the
desktop, how do you go back and enable the logon at
startup?

Make a password for the account. Now the system will have to ask you before
logging in. If you don't want to create a password, you can (and I found
this rather strange), create another account so that the XP logon screen has
a choice and needs to know who should be logged on.
