When I go to windowsupdate.microsoft.com using Windows XP
Pro, IE 6.0 I get the following error/Security warning.

/iuctl.CAB?37733.3571643519"?
The publisher cannot be determined due to the problems
below:
The signature does not match the content of the signed
message.

I click 'Yes' and I get the 'Software Update
Incomplete'. I followed the directions according to
Q174360. Nothing seems to correct this. Just for trial
and error, I lowered my IE security settings to the
lowest possible selection to verify it wasnt something to
do with that. It appears to be breaking during version
verification, maybe a broken certificate?
