Task bar and start menu

I am operating Windows XP on Sony Vaio desktop. All of a sudden, I no longer
have a start button or task bar. The windows button on the keyboard does not
activate the start menue. Also appearing on the desk top is a dialogue box
called task folder. I will not go away.
Help.
