MMC cannot open devmgmt.msc

Cannot open device manager!

I get the message MMC can not open the file
C:\Windows\system32\devmgmt.msc because it does not
exist, is not an MMC console, or was created by a later
version of MMC. It may also be because I do not have
sufficient rights to access the file.

devmgmt.msc certainly does exist and I have rights to it.
Is there a way to correct this without going through a
complete reinstall of the OS?

Jay, see if it opens from rt click MyComputer>Select Prop>Hardware>Device
Manager.

I too am receiving the same error and like you I don't want to re install the OS.
A work around I'm using is to;
right click My Computer then double click on Manage to open Computer Management. From here I can access the Device Manager.
This may not be the best solution but will do till an answer is found.
