Windows XP (HE) Administrator Account

Hi,

I am trying to access the administrator account to
install Office 2000 Profesional (in order to allow Office
products to run on all users, per non-public Microsoft
message); however, the only ways I know to get there is
to logon in Safe Mode (which doesn't allow windows
installer to run) or delete all the users off of XP. Is
there a way I can do a normal login of the administrator
account (ie like in Windows 2000)?
