Japanese Character Set for Windows & Office XP

How do I install the Japanese character set so I can type
Japanese characters in Outlook Express and other Office
XP software? (running Windows XP). I used to run
Windows ME and I was able to get the free download and I
was able to toggle between Japanese and American
characters. I'd like to be able to do the same in XP.
I appreciate any information about how to set it up.
