Administrator Vs. Administrators

I have several users in the administrators group, they
have to be there to run certain programs, is there a way
to deny them software install rights?

Any user with Administrator rights can undo what another user with
Administrator rights can do. You might want to create a Power User
group which has less authority than an Administrator. You can tailor
the authority to what that person has to do. You would have to
reduce the rights of existing Administrators to place them in a
Power User group. This should be a joint decision and not made
arbitrarily.

Search for "user groups" in the Help and Support Center for
instructions. You have a vast resource on your own Desktop.
