Dragging (Moving) a file to a folder with out holding down the shift key

All,

A real stupid 101 question, isn't their a place in windows where you can
change the default behavior for moving a file the a folder.

I know I can move a file to a folder by holding down the shift key + right
mouse button, but I thought at some point I found a place in windows where
you can change that behavior to moving the file by just holding down the
right mouse button(no shift key) and dragging the file to a new folder ????
I've searched high and low but I can't find where it might be...

Have you tried the right mouse button without the shift because it should
work that way. When you let go of the right mouse button you should then be
given a choice to copy, move or cancel.

If you drag a file using the LEFT mouse button, from one folder to another
folder IN THE SAME PARTITION, it will move the file to the new location.
This works whether or not the shift key is held down. If you drag the file
with the LEFT mouse button somewhere on a different partition, the file will
be copied. But, if you hold the shift key with the left mouse button and
drag to a new partition, the file will be moved instead of copied.

Using the RIGHT mouse button to drag files should always present you with an
option menu to copy or move the files, whether or not the files are dragged
into the same or a different partition.

At least this is how it works for me.
