After installing the lastest SP's Task Manager no longers
runs for more than a second.
Right Click desktop
Select Task Manager
Task Manger window appears
TM Icon appears in tool bar
Then they both immediately disappear.
When I went to do System Restore (not disabled) there are
no restore files. Even though Windows Update should have
created restore points.
Any way to correct this without going back to the OEM
disks and reloading everything?

You have a virus of some type. Three most common are klez, yaha, and =
spybot.

Running McAfee and it hasn't complained.
