I have problems with user on standalone comp with Win XP Pro. Although he is
normal user he is changing his status into admin. I don't know how. What's
the way to block it?

Sign on as Administrator and change the account to a limited
account. Password protect the Administrator account. The first
account created during Windows XP Professional installation has
administrative rights unless you run an installation script to setup
accounts. Also password protect any other accounts with
administrative rights.

I've already done it. It didn't help. Can he change his level (user into
admin) by replacing or changing some files in his folder in documents and
settings folder?

The only thing I can think of is that he might have created a
Password Reset Disk which allows him to change his password even if
he does not know what it is. He may have done this with one of the
accounts with Administrator rights. If you create new reset disks
for all accounts, the old disks will no longer work. If the setup
warns you that a disk has already been created, then you know that
this is the account he fiddled with. This is presupposing that you
have not created any yourself.

You might have to change to the Welcome Logon Screen to see all the
available accounts. The regular logon requires you to type in the
user name. If you do not know what it is, you might miss that
account.
