Administrator no rights to access files

I've accidentally delete administrators, system and all
the name in the permission setting. I manage to logon.
However, I can't access C:\Documents and settings. I right
clicked this folder trying to give access using
administrators account but there is an error message
prompted as below "You do not have permission to view or
edit the current permission settings for My Documents, but
you can take ownership or change auditing settings."
How can I set back the permission to access the folder?

Does this work?

When logged in as an Admin, from the Security Dialog (where you are trying
to change permissions),
Click on the Advanced button.
Click on the Owner tab
Change owner to Administrators
Now try to grant permissions.
